Skin Customization Kit doesn't run on Windows 10

FYI, on Windows 10 the Skin Customization Kit for 2018 won't install. It gives errors that a version of Installshield has to be installed. Happening on Windows 10 with Installshield 2018 Professional (Full Install) installed.

I was able to manually copy my old .isn files to the 2018 Skins folder and they work that way, but I can't use the Skin Customization Kit to rebuild them or create new ones yet.

The bits are refreshed in the Product and Licensing Center. The new setup should be working now.
