Shortcuts for All Users

How do I set shortcuts for All Users in a Basic MSI project?
What I have now used to work... at least back in the IS 2010 SP1 days.
It no longer works with IS 2012 Spring or IS 2013.
Desktop and Start Menu shortcuts only appear for the user that did the install. They are not even visible to other users.
Shortcuts in a folder do appear for all users, but when you click on them as a user other than the user that did the install you get the error "This action is only valid for products that are currently installed."... which is probably worse than not showing up at all!

Does your project not have ALLUSERS set to 1 in the property table? And/or are you overriding it elsewhere? (Check a verbose log.)

Somehow the ALLUSERS property disappeared on me.
All is well now.
