Setup Not Running

I have built the setup but everytime I run it it says "The wizard was interrupted before setup could be completely installed.

It does not even make it to the splash screen.

The bulld log does not have any errors.

Where do I begin to look.

If you create a new project from scratch and only add a file to install, is the problem reproducible?
