As in the case of Window Vista and Windows 7 every application requires a permission from administrator for its installation so how we can configure the setting of Installshield so that the setup.exe always run as administrator.
Your installation should receive the necessary permissions under the default settings, or theoretically there's something wrong with what your installation is trying to do. However if you need to elevate at the launch of the setup.exe for a Basic MSI project, you can change this on the Setup.exe tab of your release (in the Releases view).
