Reuse License on Same machine

I have a situation where I have to reinstall windows and Installshield (reactivating it each time) several times on the same machine, each time having to release and reactivate the license.
Does this count towards the 4 time maximum transfer for license?
If so, is there a way to avoid this transfer on the same computer?

Hi @mibatrajax 

Its possible each activation is registering as a separate event, even if its the same machine. If you have a single user node-locked license, this could be an issue, and put you out of compliance as you've described.
