Registry Keys are not getting created

Does anyone have any ideas why certain registry keys would not get created?? I'm explicitly defining them in the configuration section.

The reg keys that seem to be the problem are ones that contain an InProcServer32 key.

To bypass the issue, I have to run a vbscript to create the keys.

Hi Jesses,
may not be helpful but my experience of InProc32 is form having problems with silent installations of AdeptScience's Endnote software. After installation 'users' (non admin) could not use the software as they did not have modify permissions to the registry keys which contained InProc32 bits (usually in CLSID). I had to grant the 'users' modify rights to those keys. It is possibly a Windows security issue.
