Redistributable Package Install Fails

I have an installer created with 2018 Lite and VS2017. I have included a Microsoft Visual c++ Redistributable Package. The package is included in the ISSetupPrerequisites folder however the installer insists on trying to download the item. This fails as the target is a standalone machine. Any suggestions?

I was installing from a folder shared across the network. I copied the folder to the local machine after which all ran as expected. Weird! 🙂
