RAD Studio XE3 and Installshield 2012 Spring
I would like to know if - Installshiled 2012 Spring comes with Delphi XE3. If not then which package tool comes with Delphi XE3? Thanks in advance.

XE3 does not come with an installer tool. In the Borland era, they were bundled with the Installshield Express edition.
Around the time they branched out to become CodeGear, they switched to InstallAware, in part because their product is built with Delphi and in part because they needed to do some advanced packaging that I guess was too difficult to accomplish with Installshield at the time.
In more recent months, InstallAware has really lashed out at Embarcadero to the point of ranting and foaming at the mouth.

So with XE3, I believe Embarcadero decided to not package the installer with InstallAware. Possible wasn't enough time to go back to Installshield to package the Express edition with it.
I came to Installshield from WISE 8 many years ago. I played with InstallAware and just didn't care for it. I continue to re-examine it and still do not see anything that draws me to switch, other the fact that it was built with Delphi. TCO seems to be much higher with InstallAware too.
