I know that this thread is quite off topic in this subforum, but I really do need an answer to this question if possible...

Is it possible to disable asking for admin rights in IS 6.30 ??? if so, where.

This is due to compatibility behavior implemented in Windows. To turn this off the proper way, certain elements must be added to the manifest of the executable that indicate compatibility with Vista or Windows 7. However I can't recommend this as Professional 6.3 has not been tested for compatibility for recent versions of Windows in this way.
