Perpetual InstallShield 2012 license question

We have an old IS 2012 VM hosted on WIndows 2003, and IT now will not allow this OS on the network.  I believe the IS 2012 is node-locked and tied to the MAC address.   Can Flexera help us convert the license to be used on a new VM host, as the old host will be disposed?  We have other maintenance subscriptions, but probably not for this specific license...
