Overwrite Problem

I am trying to set the files in an upgrade install to "always overwrite" the existing files during an upgrade install. NONE are being overwritten. What am I doing wrong?

check the install logs and verify that the components and features for the new files are actually being installed.

Are there any errors in the install log?
