No add remove buttons for minor upgrade?!

Once again the simplest thing is not working!
I am doing a minor upgrade and i dont get the add-remove buttons
(it was there for the product i am upgrading before the upgrade!)

What am i doing wrong? there seems to be enteries in the registry
for the buttonS

I didnot changed product code,do change version
