Merge Module problems

Hello all,
I have a problem when using merge module in IS2008.

Currently, I add some merge module as the Application Data in Redistributables setting. So the uninstallation will remove all the merge modules and the new installation again will install the merge modules again, however the merge module files perhaps will not changed forever.

Is there anyway to keep the merge modules just installed once. The uninstall and new install will not affect them if they are not changed.

May be try to create an own Feature, attach the Merge Module to this Feature and use the Property: "Permanent - YES".
