License Agreement not show

I attach in Memo.""File Name" the file "lic.rtf" license and load correctly, but when you run the installation, pararece me empty...
Help me...

Try loading and saving the RTF file in Word Pad, and rebuilding your setup. Other software often includes RTF functionality that Windows Installer cannot handle.

Follow the recommended instruction.
But I still have the problem...
The file contains only text (plain text - no formated)
(I'm trying InstaShield 2011 Express - before you buy it).
