Launch Condition and System Search are not working during small Upgrade

Hi 

I would like to know, do Launch condition work at time of small upgrades?

If not, is there any alternative way to add a check which will work at time of small upgrade.

Is it okay, If I add a new CA (executing it before Launch condition) will it impact  small upgrade? Please advice.
