Installation not working on Windows XP

Our InstallShield 2013 Express project allows us to install our software on windows vista, 7, and 8 but not XP. You can click on setup.exe, click next but then on the license agreement screen you can't click next. You can click back and cancel but when you click next nothing happens, no error messages, just nothing.

Any ideas?

Do you have custom actions ? Maybe that's the cause.

Yes I do, and changing that seems to have fixed that issue for now, thank you!
