InstallShield deleting users files and folders

My install program installs the following folders

C:\My App
C:\My App\Config

The Config folder is a component and has set the Permanent flag set to Yes, it also has the Never Overwrite flag set to Yes

If a user adds a new folder say Backup under the C:\My App\Config folder, when the user uninstalls the program it deletes Backup folder and all of the contents.

How do I prevent InstallShield deleting users files?

Try keeping Shared = YES
