InstallShield activation issue

Our company purchased a license and installed it on one computer. Now, we need to make changes. I downloaded and installed a trial version of 2023R2 on another computer, but the software activation on the trial version has failed. The operation steps are as follows. The license on the previous computer has been exited. Can you tell me what caused the activation failure and  What should I do?
