I can't find a StandaloneBuild for this version.

Will there be one soon or is it compatible?

If you are entitled for InstallShield 2019 which includes standalone(InstallShield 2019 R2  Standalone Build)

as well,you will be able to download using customer portal login credentials:

You might need to be on the Product and License Center pages.  Try this link.   https://flexerasoftware.flexnetoperations.com

Which license you are entitled with?
