Install Shield server returns BAD REQUEST when contacted by AWS EC2 instance

See: https://community.flexera.com/t5/FlexNet-Manager-Suite-Known/Known-Issue-Agent-policy-download-from-beacon-fails-with-HTTP/ta-p/254457

To launch Install Shield from a AWS EC2 instance Install Shield contacts a server that sends a 400 (BAD REQUEST) back to the EC2 instance.

How can we bypass this problem.

A similar problem is a known issue.  See above.

@masteryoda21 : Can you configure the server address with fully qualified name, and do firewall exception for the required ports in the server to communicate properly with the server.

We did configure the server with with fully qualified name and it failed.  We were not able to connect to the Install Shield server.
