You can't do this in the release wizard. Depending on what behavior you're looking for, you can do one of two things, both of which you can find under the Installation Designer tab.
You can use a System Search (in the view of the same name) to detect the presence combined with a Launch Condition (set up via system search, or via General Information > Product Properties) to prevent installs when the dependencies aren't present.
Alternately you can include Redistributables (either prerequisites or merge modules) to be installed so the dependencies will always be present.
