IS2010 does not install MergeModules when upgrading.

I have a strange problem. When i make a fresh installation ATL/MFC (merged modules) instals perfectly but when upgrading ALT and MFC does not get installed.

The project is converted from IS7 and ATL/MFC is the only thing added after the upgrade.

Any idears???

There are some other strange things in the behavior after the upgrade to a newer version.
When I upgraded, I'd to generate a completely new setup and merge my custom parts. Since the merge it works fine.
