I Can't Install when I "Configuring Custom Error Messages for a Virtual Directory"

In installshield2009
I create a Base Mis Project.
If I set Custom Error Messages, I can't Install the setup file in windows2008, it will be Interrupt before the Installing process end.

such as:
1.In "Installation Desingener" page,Choose "Server Configuration" -> "Internet Information Services" .
2.In "Web Sites",Create the Site "DisplayName1" and then Create the Virtual Directory.
3.In the "Custom Errors" tag, I set the "Http Error" : "404 file C:\\Erorpage.htm"
4.After Build the Project. I run the Project. Sadly I Can't Install.

I install the installshield2009 in Windows Server 2008, and Base Mis Project is also running in Windows Server 2008.

Maybe it is a bug of installshield2009.

Does someone know?
