How to share script files between projects?

I have several projects which are using the same set of functions written in several script files. Right now, I copy the same files in different locations after every modification.

What is the best method to make them share the same files? Or is it just impossible?

We use Microsoft's Visual SourceSafe to share the same .rul script files across different projects and ensure they are all using the same version.

We use an 'common' Rul-Script in IS 2011\Script\Isrt\Include and an project-specific Rul-Script in Project\Script Files.
