How to disable custom action for Patch Design

I create the patch with "Patch Design" of InstallShield 2008. I open the previous and latest .msi, and generate the patch file (msp file). But during Installation, the custom action problem happended. So far, I do not find how to disable custom action for this patch.

How to disable custom action for Patch Design????

Before generating the patch, can you give the action the condition Not PATCH?
