Globalization and Merge Modules

I have an installer with over 15,000 files brought in through about 700 merge modules. This installer has always been English only but now I need to look at making it localized for Spanish also.

I was reading through the Globalization tutorial but I'm a little stuck on the merge module part. How do you make an installer that gets it's components through merge modules to be able to select between English and Spanish at runtime?

When I try to make a multilanguage merge module in InstallShield I get an error stating that it isn't supported. MSI does support this:

Is there anywhere to get InstallShield to generate and embed the language transforms?
