Error Installing Remote Repackager on the Clean Machine

I have an IS 2009 InstallScript project that I want to convert to MSI.
I downloaded Repackager 8.6 to do this. I chose the preferred method of installing Remote Repackager on the clean machine. I followed the instructions to share the Repackager and AdminStudio Shared folders, granting appropriate permissions. Again I followed the instructions found in HELP and after mapping a drive from the clean machine Double-clicked the setup.exe in the Repackager dir on the machine where Repackager was installed. The welcome panel is supposed to open. However; that is not happening for me. Instead I get an error message that reads:
"Error reading the setup initialization file"
I tried re-installing Repackager but got the same results. Anyone have any experience with this?
Clean machine OS is 2003 R2 server, Repackager machine is XP sp2
