Error 2715: The specified File Key ('') not found in the File Table

I have a VS 2013 InstallShield Express problem. The installer builds without errors or warnings but when I try to do an install I get the Error msg:

Error 2715: The specified File key ('') not found in the File table.


As the File key is blank I can't find the File key reference to see where it is coming from.
Any suggestions?
