Error 1606 - could not access network location 0

When running my installation, in the phase of FileCost calculation I get the above error.

I have went through the entire project looking for files, components & path variables that are invalid but couldn't find any.

any information regarding this error will be most welcome...

I have most often seen this error when the entry in the directory table gets messed up in some way. Usually by having a directory that points to a non existant parent directory.
