Detecting Existence of Shared Component in Merge Module

I have a Merge Module which contains a custom action. I only want this custom action to run the first time the merge module is installed. How do I achieve this? Do I have to detect whether one of the components of the merge module is already installed? How do I detect this? Is there an easier way?
