Cannot return a installshield2015 pro license from offline mode

Hi, Sir

I am trying to return the installshield2015 pro license because I do not know the reason that my installshield2015 pro suddenly became to be inactive and failed to activate it.

Then I tried to return the license, but failed with the error message "failed to connect to the activation server. Check your internet connection string and try again.". I am quite sure the internet is okay because I just tried to activate it.

Then our IT helped to find out it is connecting to tls10.flexnetoperations.com and it seems not available now. Okay, then I tried to process offline return:

I save it to a file then upload it to the Product and License Center to process it. But got malformed xml error:

So far I tried all the ways to try to activate it. But all failed. Could anyone help me to check how can I fix it? Thanks a lot!!
