Can't sign msi file (InstallShield 2023)

Getting the following errors trying to use the Release Wizard in InstallShield 2023:

ISDEV : error -6259: Internal build error

ISDEV : error -6258: An error occurred extracting digital signature information from file "project1.msi". Make sure the digital signature information provided in the IDE is correct.

ISDEV : error -6003: An error occurred streaming 'project1.isc' into setup.exe

I have a valid certificate in the Trusted Root Certificates store so I don't understand what the issue is. I found many people online asking about these errors but none seemed to have a solution.

We've seen this error before. Have you tried to digitally sign it with a BAT file outside of InstallShield? That'll show more details than the build text.

We recently saw a problem with our URL reference to a clock (time). It then disappeared, so maybe that site was down temporarily.
