Can a Custom Action be executed in an InstallScript MSI before or during (part of) an uninstall?

You should be able to call a custom action in the sequences during installation, placing the action after InstallValidate with condition REMOVE="ALL"; there are also some event handlers called during uninstallation, and you could presumably call InstallScript code from one of those, too.
