Basic MSI - Unable To Set setup.exe In Startup Launcher

Steps to reproduce:
1. In Basic MSI - go to:

Media --> Releases --> Product Configuration 1 --> Release 1
2. Go to the Setup.exe tab
3. I select Setup Launcher - Yes
4. Save & Close the .ism

When I reopen the .ism the Setup Launcher is reset back to No

I need this option to be Yes to address UAC issue on 2008 R2 x64 servers & creating minor upgrades

Are any other changes being saved? All my installers have this option set to yes.

Everything outside the Setup.exe tab is being saved.
