I think you need InstallShield 2012 Spring to get that feature.

Correct; InstallShield 2012 Spring introduces the ability to import prerequisites. However if you're willing to take the time to wire up an equivalent "dependency" package, you can get the same effect in InstallShield 2012. (And you can probably even make the detection and eligibility conditions better than the imported ones would be.)
