"Windows $WIN_WINDOWS$ The Windows directory (Windows 95/98/Me/XP/NT/2000 computers only)."
So I guess this won't work on 2003.

I got that information from the manual. I guess what you can use is:
"System Folder (64-bit) $SYSTEM_64$ The default 64-bit System folder on a 64-bit system."
"System Folder (64-bit) $SYSTEM_64$ The default 64-bit System folder on a 64-bit system."
