tool tip to shortcut icon

how to add tool tip to shortcut icon on desktop.
ex: right click on short cut and then properties-> Comment:
in comments text i need to add some message so that message is comming as tool tip
so how can we add it ?

Alas, the description appears not to be exposed in the Create Alias, Link, Shortcut action; it might need to be a feature request for a future release.

yes as of now i couldn't find any such tooltip for desktop icon
