build.exe error

When our team is using build.exe from IA 2008 to build our installer, we are encountering an error stating "LaunchAnywhere Error: Could not find a valid Java virtual machine to load."

Is there a requirement to have a JVM installed to use IA to build? There is another build machine that does not have a JVM installed and it worked. Any other ideas on why this might be occurring?

Normally IA installs a JRE for it's own use. Obviously, if you copy just the build.exe on another machine, it won't work by itself.
