Need to localize very first screen "InstallAnywhere is preparing to install"

Hi I need to localize the first screen which contains the text "InstallAnywhere is preparing to install" when it is clicked on install.exe.
Attached is the screen. Please suggest the steps for the same.

You can change the Startup Splash Screen Image in Installer UI tab.

AFAIK, this is something to be displayed BEFORE the splash screen, and this cannot be customized.
