Localization File
I can see InstallAnywhere generates the default localization file in _Project_locales_buildConfiguration folder.
Also I see there are many key like create short cut args and few other key which according to our product requirement should not be localized.
Is there any way to restrict some keys to be present in those locale file instead of manually removing it? Or may be some setting to exclude a panel/action to be excluded for localization?

Best way to not have those key available in locale files is by manually removing them. IA does not have particular setting to avoid localization only for specific panel/action.
"Remove unused keys from the locale files" checkbox available under Locales, removes only unused keys.
External bundle resource settings can be used for complete custom localization.
