Avoid creating empty shortcut directory

Under some circumstances shortcut links should not be created and shortcut directory is not required. But at the same time default shortcut directory is set up in Project -> Platforms -> Default Shortcut Folder. I've tried to set rules on $USER_SHORTCUTS$ magic folder but they are ignored. Is there any way to avoid creating shortcut folder programatically?

It seems it's a regression since IA 8. I found a workaround by setting $USER_SHORTCUTS$ to Do_Not_Install.
