@lzanin8 , to download any of the licensing component, you would need to login through the Product and Licensing Center (by creating a new account - if not already).
If your company has an active entitlement for Flexnet Publisher licensing then you should be able to see the options to download the FNP toolkits along with other files.
If you are an end customer, then you would need to consult with your software provider to help you with this request.
