On the same windows server we can start FNP 11 4 0 2 and 11.16.2.1 and impossible to start 11 18 3

For one of our Customer on the same windows server we can start the service FNP 11 4 0 2 and 11.16.2.1 correctely and impossible to start FNP 11 18 3 !

The service can not start and the log file is not created.
