Problem:
We were unable to add a user when we tried to create a user, we received an error that User already exists. When we searched for the user we were unable to get any search results.
Solution:
The logged-in user that was trying to add a new user belonged to a sub-account of MyOrg. The user they were trying to add existed in the Parent Org.
Sub org users cannot see users from the parent org as per org hierarchy.
