This functionality is implemented in FlexNet Operations 12.11 SP2.Follow this steps to enable on both :
1.After log in to FNO, navigate to Administer Operation under System Information --> System Configuration
2. Click Trusted Storage Activations to open the configuration page for trusted storage
3. Look for "Force default Transaction Key for all FNP versions" and check this value.

From FNO help guide :Forces the use of a default transaction key rather than a virtualization-aware transaction key for all trusted activations. Check this checkbox to use default transaction keys from both physical and virtual machines. When checked, FlexNet Operations does not require virtualization-aware transaction keys for activations originating from virtual machines. Leave the checkbox unchecked to allow trusted activations from earlier, supported FlexNet Publisher versions to use virtualization-aware transaction keys when the activation originated from a virtual machine (and a VMID is present).
Default: Unchecked.
