The 'exported.jar' file needs to be added to the 'User Data Dictionary' folder before it can be imported.Opening the 'FlexnetSetup' page in the 'Configuration' section you'll see a 'User Data Dictionary' field. This should normally be set to the location of your FlexNet Operations installation directory, e.g. C:\Program Files\FlexNet Operations\release\flexnet-data\data' unless the location is changed.
Place your .jar file in this location, and then add the relative path in the 'File Location and Name' field within FlexNet Operations.
