time zone license expires
When a license is set to expire on 9/28/19 does that mean the license expires at 12am 9/28/19 and is it based on the local time of the device?

A license with a 9/28/19 expiration date should expire 9/28/19 at 11:59:59pm. The time zone should be that of the system used to generate the license. If it is FlexNet Operations Cloud then the timezone is PST.

** Correction to previous answer **
After further investigation if the license activation is between a device and FlexNet Operations Cloud (no use of a local/cloud license server) the license returned by FlexNet Operations will expire on the expiration date at 11:59:59 pm in the local timezone of the requesting device.
