Are there REST apis for download files?

We would like to automate the download process for any new packages or fixes, is there a way to do so? For example using REST APIs?

Yes the FlexNet Operations Updates & Insights  Module provides REST APIs for programmatic in-product updates.   A brief video is available in the Community Learning Center under FlexNet Operations:
