why this error is generating?

Hi,

I upgraded a project from IS12 to IS2009.
Before opening 'Maintenance welcome dialog/screen' from ARP, I am getting this error - "1628 Failed to complete script based install"

Why i am getting this error?

Solutiong for this error is: copy the ISSetup.dll in the release media to C:\Program Files\InstallShield Installation Information\
