"files in use" of merge module Visual Studio during un-istallation

Hello,
I use in my MSI the mergeModule of the visual Studio run times.
When we un-install our application we have the message "Files in use" by
many applications such fireFox IE,..
The files marked as "file in use" are the files of the the visual Studio run times.
these files are never deleted because they are the files of the merges module.
Why windows Installer displays this message ?
How can I avoid that?

I make my question with an other way:

Why does the InstallValidate check the files of the Merges-Modules (Visual studio run-time) during the un-installation while they never deleted?

and how can I avoid this?
